T17.1 Risk Governance - Towards an Integrative Approach (Presentation of a White Paper by the International Risk Governance Council). Renn O.; University of Stuttgart, Germany ortwin.renn@soz.uni-stuttgart.de Abstract: Depending on the source of a risk and the organisational culture of the community dealing with it, multiple - and often insular - approaches to risks and their governance exist as is witnessed both in literature and in many international guidebooks. The International Risk Governance Council (IRGC) will present a White Paper proposing an overarching analytic and integrative framework for risk governance which provides guidance for the development of comprehensive assessment and management strategies to cope with a range of different risks - in particular those affecting society at a global level. The framework integrates scientific, economic, social, psychological and cultural aspects and includes the effective engagement of stakeholders. IRGC considers risk governance to comprise both what is termed "risk analysis" or "risk management" and the risk-related decision-making process itself, particularly how it evolves when a range of actors is involved and when co-ordination and possibly reconciliation between a profusion of roles, perspectives, goals and activities is required. This broad picture serves as a linchpin for the integrated approach - both facilitating a bird's eye perspective on individual risk issues and encouraging focused in-depth studies. The IRGC risk governance framework includes several core elements, in particular risk "pre-assessment", "appraisal", "characterisation and evaluation" and "management", with the fifth element, "communication", being a companion to all other elements. The framework also takes full account of the societal context of a risk issue, by investigating and phasing into the risk process the structure and interactions between the different actors involved, their views and concerns about the risk issue, organisational and policy imperatives and the organisational capacity needed for risk governance. The framework moreover uses a new categorisation of risk-related knowledge, from which generic strategies and proposals for appropriate methods and tools are derived for risk assessment and management as well as the level and form of stakeholder participation. The schedule for this session is intended to allow for as much debate as possible. A short presentation of the IRGC by Christopher Bunting and an introduction to the paper by the author will be followed by a panel discussion featuring leading risk scholars and practitioners, including Robin Cantor, Granger Morgan, Ragnar Loefstedt, Ortwin Renn, and others. |
